Rufus' sidekick is no mere attack dog from the Shinra kennels. Dark Nation, while generally weak considered alone, helps to keep his master alive with Barrier and MBarrier, reducing physical and magical damage respectively.
Though he need not be killed in order to end the battle - just go for Rufus if you wish - removing Dark Nation from the equation in the first few turns will leave Rufus without protection.
