
Quezacotl
Quezacotl and Shiva make up Squall's first Guardian Forces. He takes the role previously occupied by Ramuh, that of the thunder summon. As well as offering a powerful electrical attack when summoned, he can learn to refine Thunder-based magic from items. In addition to all things zappy, Quezacotl also comes with a set of useful Elemental junction abilities and a variety of ways of boosting his user's Magic. Finally, but perhaps most importantly for those wishing to indulge in a little Triple Triad, the Card ability provides a useful way to boost one's collection. Even if you don't play, Card Mod can then turn them into large quantities of rare items.
Attack
Thunder Storm
Dark storm clouds gather over the battlefield. Thunder rumbles, and the sky flashes with lightning. A bolt of lightning strikes the floor, and from it rises Quezacotl. It spreads its wings, and crackles with electricity. At its mouth forms a glowing ball of lightning, which it uses to pepper the enemy with sparks. These sparks join to form a growing electrical shell around the enemy. Energy builds up at the top of the shell, and then strikes down with a suitably large electrical explosion.

Obtained from Squall's desk, or from Quistis before heading to the Fire Cavern. You really can't not find him, unless you get lost in Balamb Garden.
