Elvoret is the real boss at the Dollet comms tower, and is quite capable of killing you off if you aren't careful. First of all, though, draw Siren. She is a wonderful GF and won't become available again for quite some time, so acquire her now.
Regarding the fighting, Elvoret's attacks are quite damaging and so care should be taken. He carries Cure, which should help keep you on form, and also Double to stock up on or use to your advantage. One thing you should avoid is using magic, as his high resistance makes it less than worthwhile.
Instead, take advantage of his low defence and stick to the physical. Claw and Storm Breath will take their toll on the party, but again this can be used to your advantage: Limit breaks. Keep two characters up and running while allowing the third to drop into the danger zone and use their limits. Zell and Squall's multi-hit attacks really knock off the HP, while Selphie can spin her Slots to use Full-Cure after a Storm Breath.
